5 Countries Where Tuition is Free or Very Low

Free Universities in Norway

Norwegian state universities and colleges, as a rule, do not charge tuition fees for all students, including international students. This applies to all levels, including undergraduate studies, master’s programs, and doctoral degree programs. However, students will have to pay a semester fee of NOK 300-600 each semester.

Please note that some state universities and community colleges may have tuition fees for some specialized programs that are generally at the master’s level.

Most the private institutions have tuition fees for all their programs and courses. But the fees are usually significantly lower than for comparable studios in most other countries.

Furthermore, foreign students do not pay higher tuition fees than Norwegian students.

Cost of Studying in Norway –  You should keep in mind that living expenses in Norway are higher than in many other countries. Living expenses would amount to NOK 90,000-100,000 per year.

Tuition-Free Universities in Austria

If you are a non-EU/EEA student, federal/public universities in Austria only charge around 726.72 euros per semester for tuition fees plus 20.20 euros per semester for the membership fee of the student union “ÖH-Beitrag » and the student accident insurance rate.

Cost of studying in Austria: The cost of living for students in Austria is approximately 800 euros per month, which covers accommodation, food, and personal expenses.

Free universities in Germany

As of October 2014,  all universities in Germany except Baden-Württemberg* will not charge any tuition fees for consecutive bachelor’s and master’s programs for all students, including international students. In some federal states, universities will charge a semester contribution (approximately 50 euros) and/or administrative fees (approximately 50 euros).

Currently, the federal state of Baden-Württemberg is charging tuition fees (for Bachelor’s, Master’s, Diploma, and State Examination programs) of €1,500 per semester for non-EU citizens.

Unlike undergraduate studies, most master’s studies in Germany come with tuition fees, but they are not as high as in other countries.

On the other hand,  doctoral studies at German universities are, in principle, free of charge. 

Ph.D. students are required to pay tuition only after completing their first six semesters but are required to pay a semester contribution of approximately 150-200 euros per semester. Ph.D. students usually work on a research project  (paid Ph.D. position) or receive a fellowship.

Free tuition and universities in Finland

Tuition fees for non-EU/EEA students were introduced from Autumn 2017 onwards for English-taught Bachelor’s or Master’s programs. Only doctoral-level studies will remain free of tuition fees, regardless of your nationality.

Finnish universities and UAS offer scholarship options for non-EU/EEA gifted students admitted to their fee-based Bachelor and Master programs. EDUFI scholarships are available to cover living expenses for doctoral studies of up to one academic year.

Tuition Scholarships at Swedish Universities

3. Al Barr Memorial Mass Communication Scholarships for International Students

Applicants must be current students at a high school located in Stanislaus County and have graduated from that school or be moving or graduating students at Modesto Junior College. The applicant must have been admitted into a four-year, regionally or nationally recognized school as a major in art, graphic design, or mass communication. Materials: Send in an application for the Al Barr Memorial Scholarship in Mass Communication that you have finished filling out. If original artwork is requested, you are expected to provide two samples of your work. Please submit at least two and no more than three letters of recommendation.

It is acceptable to submit letters of recommendation written by individuals not affiliated with the school. Send in an up-to-date copy of your transcripts from high school or college. You are required to submit a typed letter explaining why you want a profession in graphic design or art and what you want to achieve in the future. 

The letter should be one page long. Please visit the website of the organization that is offering the scholarship if you would like additional information or to submit an application. The deadline for applications is April 15th, 2022.

4. Jim Borden Memorial Scholarship

Students from Western Pennsylvania will be eligible to receive up to $7,500 annually through the Jim Borden Memorial Scholarship, in addition to a paid internship over the summer. The Jim Borden Memorial Scholarship was established with the intention of continuing the work that the late managing editor of Trib Total Media was committed to doing for as long as he was able. Its goal is to encourage future generations of journalists to approach their careers with the same unwavering dedication and honesty that Jim Borden displayed on a daily basis.

Components of the Award: Each year, Trib Total Media will choose one student from Western Pennsylvania to earn up to $30,000 in scholarship funds. These funds will be distributed in annual increments of up to $7,500 each. The recipient will also be offered a full-time position after completing an internship at Trib Total Media during the summer following their time as a beneficiary of the scholarship.

Eligibility Requirements:

  • Must be enrolled full-time in an eligible four-year college or university with a major in Journalism, English Writing, or Communication, and must continue their studies in the approved academic track until they graduate.
  • Primary residency needs to be in the Pittsburgh area, which can include but is not limited to the counties of Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Westmoreland, or Washington.
  • Must maintain a minimum cumulative 3.25 GPA on a 4.0 scale.
  • You are required to perform an internship or internships during the summer at Trib Total Media.

The following items are required to be submitted by applicants:

  • A letter of intent to apply for the scholarship, addressed to the Jim Borden Memorial Scholarship Selection Committee and expressing that you would like to be considered for the award
  • A finished application in its entirety
  • A scanned copy of your acceptance letter to an authorized four-year college or university, or evidence that you are currently enrolled at one of these institutions.
  • The most recent transcript of the student’s work, which includes a cumulative grade point average
  • Three character references will be required (no family members, please) o Three to five examples of previous work (can be written work, photos or video)

All applicants must:

  • Be present for a one-on-one interview with a member of the selection committee.
  • Finish the test that includes writing, spelling, and general knowledge.
  • The monies for the scholarship will be sent directly to the recipient’s school, and they cannot be utilized in any way to repay loans of any type.

5. Richard G. Zimmerman Scholarship

The Richard G. Zimmerman Scholarship is given to graduating high school seniors who are interested in pursuing a career in journalism. The scholarship was founded by Richard G. Zimmerman, a long-time member of the National Press Club who passed away in 2008. The winners will each get a one-time award in the amount of $5,000.

The following criteria must be met by applicants:

  • be a graduating senior from high school who intends to enroll in college during the current academic year have a grade point average of 3.0 or above intend to pursue a career in journalism
  • To be eligible for this scholarship, students do not need to be citizens of the United States.

Up to eight deserving female students are selected to receive a scholarship in the amount of one thousand dollars and an internship in sportswriting, broadcasting, social media, or media relations at a premier sports media organization such as ESPN or Sports Illustrated. This award is presented annually by the AWSM.

The scholarship and internship award is open to applicants from all levels of higher education; however, in order to become a part of the group, you are required to pay the membership fee to AWSM.

More than two hundred female college students interested in sports media jobs (sports writing, broadcast production, social media, and media relations) have been placed in paid internships throughout the summer by AWSM since the organization was founded in 1990. 7.  Against The Grain Artistic Scholarship

Through the Against The Grain Artistic Scholarship, you have the opportunity to earn $1,000 toward the cost of your tuition and fees. This award, which is presented by Against the Grain Productions, is intended to encourage students who are majoring in journalism, mass communications, performing arts, or visual arts to continue their education. You will be required to submit either an essay or a portfolio of your artistic work as part of the application process. In addition to this, the committee will take into consideration your leadership abilities, academic performance, and interview. Remember that in order to claim your prize, you will be required to record a brief video saying “thank you” for Against the Grain, which will then be shared on their various social media sites. The deadline for submission of applications is May 31.

General Eligibility Requirements:

  • At least 25 percent of your ancestry must come from Asia or the Pacific Islands.
  • Must be a citizen, national, or a permanent legal resident of the United States in order to apply.

  • Selection Criteria: The winners are determined by a ranking system that evaluates them based on their performance in five primary categories. The BMI Founders Award is an internship program that has been running annually since 2015 and is available to radio broadcasting students from all over the country. A student who has the potential to become an innovator in the rapidly changing field of broadcast radio is recognized with the award of a paid internship lasting between four and six weeks with a major US broadcasting corporation for submitting the original essay response that was judged to be the best response to the competition. Host/Eligible Nationality:  The University College London (UCL) and United World Colleges (UWC) programs with International Student House (ISH), have agreed to collaborate on a scheme to enable UWC graduates, who are financially unable to study in the UK, undertake full-time university studies at UCL. International students are eligible for these scholarships.

Scholarship Worth: The scholarship covers the following:

  • Full tuition fees;
  • Living Allowance of £7,000 per year, for three years (a four-year program could be considered – this must be stated on your scholarship application);
  • Free accommodation in a standard or double room at the International Student House for up to three years (40 contact weeks per year) with the possibility of an extension to the fourth year when necessary;
  • Tier 4 visa application fee reimbursement;
  • International economy class air travel to/from the UK (with reasonable baggage costs) at the start and end of the award holders’ study program

6University College London (UCL) Access Opportunity Scholarship for International Students

Host/Eligible Nationality: UCL is pleased to announce the establishment of a new scholarship scheme for the 2023 academic year – the Access Opportunity Scholarship. The intent of the scholarship is to support those who, due to their immigration status, cannot obtain student loans for their higher education. International students are not exempt from this great opportunity.

Level: This scholarship is open to those pursuing an undergraduate degree program.

Scholarship Worth: The scholarship covers the following:

  • It consists of full tuition and a living allowance of £10,750 per year for the normal duration of your program at UCL.
  • The annual renewal of the scholarship is subject to satisfactory academic progress.
  • Your scholarship will also cease (from the start of the following academic year) if you are granted refugee or humanitarian protection status while you are a student at UCL because you will then have access to UK student loans and will be expected to apply for the finances available for students.
