The Australian Research Council (ARC) is offering a full-time PhD scholarship to a highly qualified individual to work on the research project “Young People with Disability & Young Carers: Opportunities & Contributions” for a period of three years. Flinders University and Lancaster University (UK) have collaborated on a groundbreaking social policy project. Young people are involved in the design process both as community researchers and as advisors.

Nearly one in five Australians between the ages of six and fourteen receives some form of disability-related support, and nearly one in ten Australians under the age of twenty-five provides care for a family member who is disabled. The Convention on the Rights of People with Disabilities (2008) and the Carer Recognition Act (2010) are two examples of Australia’s efforts in recent years to recognize the rights of young people with disabilities and young carers. Australia’s National Disability Insurance Scheme (2013) and interventions to support young carers at school are only two examples of the country’s heavy expenditure in social policy programs. These policy measures have not prevented the material disadvantage, low educational achievements, unemployment, or social marginalization that young people with disabilities and young carers continue to face.

We know very little about the opportunities that young people with disabilities and young carers value (e.g., with respect to education or employment) or the contributions that they regard as important (e.g., in terms of caregiving, family formation, or active citizenship), or the role that policy plays in supporting the contributions of young people with disabilities and young carers.

By focusing on the experiences of young persons with disabilities and young carers (aged 12–24), the PhD study should seek to fill this information gap. To generate evidence on how policy interventions assist young people’s goals and access to opportunities they value, the project might make use of current large-scale survey data or engage in in-depth qualitative research. Qualitative and quantitative research methods, as well as policy analysis, will be taught and practiced. Applications from any field (e.g., social sciences, public health, education, disability studies) that informs discussions about social policy will be considered by the project’s organizers. The PhD candidate will be supervised by Professor Gerry Redmond (College of Business, Government & Law), Professor Sally Robinson (College of Nursing & Health Sciences), and Professor Joanne Arciuli (College of Nursing & Health Sciences), with assistance from emeritus Professor Eric Emerson (Lancaster University).
