The process of the Hubert H. Humphrey Scholarship Program is a program for young and mid-career professionals sponsored by the U.S. Department of State. The program allows chosen applicants to be placed in eighteen selected United States Universities, that serves as an academic and professional base.

The purpose of the Hubert H. Humphrey Scholarship is to enrich the professional skills and knowledge of fellows. The program provides fellows with opportunities to meet and exchange information and share experiences with their American counterparts and Humphrey colleagues from around the world.

Through conferences, networking meetings, seminars, and workshops, Fellows broaden their perspectives on their work and on global issues. The culmination of the fellowship year is a six-week work experience, or Professional Affiliation, organized by the fellows, which engages them with American organizations and provides another opportunity to meet and work with their American peers.

The Institute of International Education also facilitates professional enhancement workshops that engage fellows in interdisciplinary and multi-regional exchanges.

Eligible Fields of Study: 

Eligible fields of study are HIV/AIDS policy and prevention, public health policy, natural resource management, environmental policy, climate change, law, and human rights, agricultural and rural development, journalism, education, human resource management, substance abuse prevention and treatment, economic development, finance and banking, public administration, teaching English as a foreign language (TEFL), technology policy and management, human trafficking policy and prevention, and urban and regional planning.

Host Nationality:

The Hubert H. Humphrey Scholarship Program is run by the United States Department of State. This scholarship is to be taken in the United States.

Eligible Nationality:

Citizens of countries in Sub-Saharan Africa, Europe and Eurasia, the Middle East and North Africa, East Asia and the Pacific, Central and South Asia, and the Western Hemisphere are eligible to apply for the scholarship program. However, applications are open for Ghana at this time of year.

Scholarship Benefits:

  • Payment of tuition and fees at the assigned host university;
  • Pre-academic English training, if required;
  • A maintenance (living) allowance, which includes a one-time settlement allowance;
  • Accident and illness coverage;
  • A reserve of books;
  • A one-time computer allowance;
  • Air transportation (international travel to and from the US for the Program and domestic travel to required program events);

Eligibility Requirements for the Hubert H. Humphrey Scholarship Program:

Eligible applicants for this scholarship must

  • Citizen of Ghana and resident of Ghana during the time of application.
  • Bachelor’s degree (first university or bachelor’s degree)
  • A minimum of five years of full-time professional experience, and postgraduate studies.
  • Limited or no prior experience in the United States
  • Demonstrated leadership qualities
  • A record of public service in the community
  • Mastery of English.

Selection process:

The selection process is in five (5)  central stages

Stage 1: The commissions and embassies of the different selected countries review the applications submitted for the Humphrey Fellowship Program, invite selected candidates for interviews, and determine which applications will be sent for further consideration to the Institute of International Education in Washington, DC

Stage 2: Nominations are reviewed by the Institute of International Education.

Stage 3:  Candidate Review Committees are set up to review applications from a particular region of the world.

Stage 4: Approval of candidates by the J. William Fulbright Foreign Scholarship Board is done at this stage. The FSB has the final authority for the selection of all fellows and oversees the conduct of the program both in the United States and abroad.

Scenario 5:  After receiving approval from the FSB, the Department of State will announce the results of the final selection to the participating Embassies and Fulbright Binational Commissions, who will inform the candidates of their status. The Institute of International Education places approved candidates at US universities that have been selected to host Humphrey Fellows.

Placements are determined by candidates’ fields of study and program plan statements expressed in their applications.

How to Apply for the Hubert H. Humphrey Scholarship Program: 

Interested candidates can submit a Letter of Interest and CV to [email protected] and include details about their current position, proposed area of ​​study, career vision, and career goals.

Eligible candidates will be invited to apply during the application period. After applications from all participating universities have been received and evaluated, shortlisted applicants will be interviewed in the Public Affairs Section from March to May of each year, and applications from successful interviewees will be sent to the United States for further review. research and grant award.
