The Palau Community College has a mission statement on its website that states they are “an accessible public educational institution helping to meet the technical, academic, cultural, social, and economic needs of students and communities by promoting learning opportunities and developing personal excellence.” This shows that Palau Community College has been able to provide incredible programs that help strengthen students’ ability to advance in their chosen professions and career.

This scholarship can change any student’s life by helping them achieve their goals through offering more funding. It’s the family of the late David W. Shipper who is proud to sponsor this scholarship in his honor. David Shipper was an attorney who practiced in Palau for many years.
In addition to Mr. Shipper having his own practice, he also served as Assistant Attorney General to the President and Senior Legal Counsel working with international clients on immigration, human rights, and international business issues. This scholarship is made in remembrance of his service to the community of Palau.

There may be other things needed but the college will let the student know if anything has been left out accidentally or if further information is needed to complete the application process.
