If you say the University of Dundee in Scotland UK offered you a place to study there, you have to check directly with them by contacting them if they offer a scholarship for this place of Undergrad Bachelor’s degree in Mechanical Engineering under ICD and if they do, if you are eligible for this scholarship and if they can grant you this scholarship that could pay for your studies there. This is the only way to do this.
